Crime Intelligence Division Needs Urgent Intervention

The current state of the Crime Intelligence Division gave birth to serious concern within the security cluster in the country. President Cyril Ramaphosa has been asked to intervene to stop the rot that is too deep.

 

The division is haunted by significant challenges because of the actions of certain senior officials who are responsible for leading to widespread demoralization among members.

 

Centralization of Control and Intimidation

 

According to sources within the division the Divisional Commissioner, Mr Khumalo is reportedly attempting to centralize control over all components under his jurisdiction, disregarding the established leadership of these units. This approach has created an environment where dissent is met with severe repercussions. Notably, several senior officials have faced dismissal for opposing his methods. A recent example is Brigadier Hlungwani, who was terminated for standing his ground confirmed the sources.

 

To add salt to the injury, it is also alleged that Colonel Oddendal, who is responsible for the disciplinary section, has been implicated in executing questionable directives from Mr Khumalo. Despite being eligible for retirement, his tenure was extended by three years, allegedly to accelerate a mandate of removing personnel deemed undesirable by Mr Khumalo.

 

Mismanagement of the Secret Service Account (SSA)

 

There are alarming reports concerning the management of the Secret Service Account:

 

Misuse of Funds: Instances include the purchase of a forklift worth millions that was never delivered, and vehicles acquired for personal use rather than official purposes.

 

Lack of Accountability: Despite these discrepancies, no individuals have been held accountable.

 

Resource Allocation: Members lack essential tools, such as printers and updated equipment, while funds are allegedly diverted towards personal acquisitions and operations that do not benefit the country.

 

Union Inaction and Alleged Corruption

 

The sources also confirmed that members have lost faith in the unions, perceiving them as complicit with management. For instance, the Popcru Gauteng Chairperson, Mr Josiah Tinti Lusenga, has been reportedly utilizing an SSA vehicle and receiving monthly fuel allowances, despite not actively serving SSA duties. This arrangement has purportedly been in place for over four years, with the vehicle being used for personal purposes by his relatives.

 

Concerns Over Promotions and Resource Distribution

 

Under the leadership of Brigadier Lushaba, who currently heads the SSA, there are concerns regarding:

 

Promotion Practices: Promotions appear to be granted based on personal connections rather than merit. An example is the promotion of Ms. Noks Smith to the rank of Colonel in the Free State, despite questions regarding her qualifications.

 

Resource Mismanagement: Despite a sufficient budget, members lack basic resources, such as desktops and updated equipment. In contrast, certain officials, like Brigadier Van Vuuren, allegedly procure items based on personal preferences, leading to misuse of funds.

 

Call for Immediate Intervention

 

The cumulative effect of these issues has led to a demoralized workforce, with members feeling a lack of hope and growth opportunities. It is imperative that the Minister intervenes promptly to address these concerns, ensure accountability, and restore integrity within the Crime Intelligence Division.
